Hespera Gym lies within the Temple of the Hunt. It's a gargantuan building, and past the pews and the pedestals lie the gym proper: a battle arena lined with hunting trophies. There's no battling anywhere. Instead, the psychic gym trainers and their pokemon meditate and focus on keeping the barrier surrounding the city strong and impassable. Disturbing them would put the entire city at risk.

Charites Boulevard is swarming in refugees. It's fair to say the entire city is swarming in them, but the soup kitchen operates from Charites, so they line up here at sunrise for a bowl of gruel. Lately, as the food shortage has become more severe, the locals have joined the lines. So far, it's always been civil, but the taxpayers begin to murmur that they ought to be fed before the refugees.

A distinct branch of Kohaku University, Minerva College is the oldest school in the region that specializes in anything not related to pokemon, be it literature, mathematics, music, or what-have-you. Devera Heights used to be one of the uglier parts of town, but the former mayor has since turned everyone out. It wasn't a popular move until the people realized that he's fenced off the entire area to create a farmstead, with field pokemon hastening crop growth and fast preparing for harvest. Because there's few people about, eos participants are encouraged to stay here for some proper peace and quiet.

Robber barons rose to power in Hespera City generations ago, and their families have been squabbling ever since. The deluge of unwanted refugees have become the latest subject of political debate--not to mention the scourge on their doorstep. The gym leader's placed a psychic forcefield around the city, but the scourge are content to wait out a siege. They will all starve, if they don't self-destruct first.
