Much of Nerio City is on the wrong side of the tracks for one reason or another, but Cloacina Row is outright lawless. The police gave up long ago, and even corporate businesses aren't brave enough to enter. It's a safe enough area if you lay low--in fact, Cloacina Row is the ideal place to lay low and get lost. Even now, there's people staying hidden and fighting a guerilla war against the scourge, but they're gradually being wiped out.
